In this role with the Office of the Under Secretary of Defense Research and Engineering (OUSD(R&E)) you will play a pivotal enabling the group tasked with one of the most essential DoD missions: supporting the warfighter today and innovating to win the fights of tomorrow.

This position allows for the flexibility to work-from-home about 90% of the time. Occasionally you may need to be on-site, sometimes given short notice (e.g., same day or next day).

More About the Role:

Working as the Basic Research Office (BRO) Support Program Analyst, you will provide a range of support including:

  • Provide input to strategic planning and documentation of strategic plans within Office of the Secretary of Defense (OSD),

  • Organize research reviews, working group meetings, user groups, etc. Invite attendees, locate meeting space, and coordinate logistics support. Assist in developing technical content and agenda. Prepare agendas, read-ahead documents, action items from meetings, and other follow-up documents as required,

  • Prepare and draft papers including weekly reports, information papers, action memoranda, emails, and additional Basic Research program documents,

  • Provide management support for functions related to research business policy and procedures, including DoD and interagency grants policy,

  • Provide background information and analysis to assist the BRO in advocating for consistent and streamlined government-wide interagency research administration and grants policy,

  • Assist in drafting and editing the Defense Grant and Agreement Regulatory System (DGARS) which includes updates to the DoD Grant and Agreement Regulations (DoDGARs) and other DoD issuances to include the DoD Research Misconduct Instruction, in part to reflect the current administrations’ fundamental objectives of transparency and accountability, but also to reflect other legal and regulatory changes.

  • Assist Components with the utilization of Grants.gov.

  • Assist with annual Agency Financial Report (AFR), Data Verification & Validation, annual Assistance Listing update, and other tasks that arise from normal business

  • Assist in the production and staffing of congressional briefings and reports.

You’ll Bring These Qualifications:

  • Five (5) years of recent and relevant experience

  • Education: A Bachelor’s degree from an accredited college or university

  • Clearance: active DoD Secret

  • Demonstrated progressive responsibility in project management positions supporting the DoD science and technology enterprise

  • Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation and ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverable scheduled

  • Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance from the client

  • Basic data analytic capabilities including pulling data from open-source databases, manipulating data using tools such as Excel or PowerBI, and deriving descriptive statistics

These Qualifications Would be Nice to Have:

  • Demonstrated experience with federal regulations/policy

  • Experience in the administration or execution of grants

  • Academic grant execution

The proposed salary range for this position is:

$71,500 - $150,200
