The Opportunity:
CACI is seeking a talented Senior Project Manager to lead complex software development projects supporting mission-critical initiatives at the Department of State in Rosslyn, VA. This role will be responsible for overseeing the development and implementation of enterprise-level software applications that support diplomatic operations and international engagement. The ideal candidate is a seasoned project management professional who combines technical acumen with diplomatic finesse, bringing a track record of successfully delivering enterprise-scale federal software projects. They should demonstrate exceptional stakeholder management abilities, having navigated complex federal environments and worked effectively with senior government officials.
This role offers the opportunity to drive technological innovation within one of the nation's most prestigious federal agencies while contributing to international diplomatic missions. Working directly with DoS stakeholders, you will manage multiple development teams focused on modernizing legacy systems and implementing new solutions to enhance diplomatic operations.
Responsibilities:
Lead multiple cross-functional Agile teams in the development and delivery of mission-critical software applications.
Manage project scope, schedule, and budget while ensuring compliance with federal regulations and security requirements.
Facilitate Agile ceremonies including spring planning, daily stand-ups, retrospectives, and program increment planning.
Develop and maintain project plans, risk registers, and status reports for government stakeholders.
Coordinate with federal stakeholders, technical teams, and third-party vendors.
Ensure deliverables meet quality standards and security requirements.
Mentor project team members and junior project managers.
Manage resource allocation and capacity planning across multiple workstreams.
Qualifications:
Required:
An active DoD Secret clearance.
Bachelor's degree in Computer Science, Engineering, Business Administration, Information Technology or related field.
8+ years of project management experience with at least 5 years managing federal software development projects.
Strong experience with Agile methodologies (Scrum, SAFe, or similar frameworks).
PMP certification.
Demonstrated experience with federal acquisition and delivery process.
Proven track record of successful software project delivery in government environments.
Expert knowledge of project management tools and Agile management software (Azure DevOps, Jira, or similar).
Strong understanding of the software development lifecycle and best practices.
Understanding of cloud computing platforms (AWS, Azure).
Outstanding written and verbal communication abilities.
Strong leadership and team-building capabilities.
Problem-solving and critical thinking skills.
Desired:
Master's Degree in related field.
Agile certifications (SAFe, CSM, CSPO).
ITIL certification.
Experience with DevSecOps practices.
Experience working in Azure.

The proposed salary range for this position is:
$109,800 - $241,600
