CACI is seeking a seasoned Principal Proposal Subcontracts Administrator whose sole focus will be supporting major proposal efforts above $30M. The Principal Proposal Subcontracts Administrator is responsible for providing pre-award proposal support to large proposal efforts often with large teams of subcontractors. Additionally, the Principal Proposal Subcontracts Administrator manages implementation of procurement policies, procedures, methods, operating practices, and performance standards for corporate programs under minimal direction.

Responsibilities:

The chosen candidate must be a seasoned professional that can provide exceptional Proposal Support to include but not limited to:

  • Provides Pre-award proposal support for subcontracts.

  • Able to support large proposal efforts, with many subcontractors/team members and/or quick turnaround proposals.

  • Trouble-shoot complex proposal efforts in a time-sensitive environment.

  • Develop close relationships with BD and Capture Managers to ensure requirements of solicitation are met for a winning effort.

  • Able to adapt to a changing business environment and help guide internal customers and other stakeholders through the proposal/subcontract lifecycle.

  • Negotiation of Non-Disclosure Agreements (NDAs) and Teaming Agreements

  • Identifies risks in the Proposal Solicitation terms and conditions and facilitates the mitigation of those risks through communication with program managers, business operations, and proposal managers.

  • Provides regular reporting to senior management on proposal/subcontractor issues.

  • Preparation of solicitation packages to subcontractors to include sealed package requirements

  • Provide advice and support in developing Statements of Work (SOW); source selection criteria and performing source selections

  • Provide advice and support to Program Managers and Cost Estimators in developing proposals, including developing Basis of Estimates (BOEs)

  • Engage frequently with Pricing Analysts to determine the overall subcontractor pricing strategy and to address unique pricing issues with subcontractors.

  • Reviews prime contract terms and conditions/solicitation for implications and flow-downs to subcontractors.

  • Timely completion of data calls and meets other deadlines.

  • Provides timely responses to customer inquiries and requests.

Qualifications:

The following qualifications are required for this position:

  • 8 years of related experience managing subcontracts for complex US Government programs including experience in the Defense Industry.

  • Demonstrates comprehensive understanding of the principles of fair and reasonable pricing (price analysis) and price negotiations and able to apply effective price analysis techniques.

  • Demonstrates ability to multi-task; ability to prioritize a workload with minimal supervision.

  • Understands the full Proposal/Subcontract life cycle (Shipley Model).

  • Demonstrates comprehensive understanding of fundamentals of contracting/subcontracting to include offer, acceptance, consideration and intent to create a legal relationship.

  • Demonstrates comprehensive understanding of the pros and cons of the different subcontract types and when best to use each type.

  • Possesses strong negotiation skills in areas such as inspection/acceptance, risk of loss, warranties, indemnification and intellectual property rights and ownership.

  • Demonstrates knowledge and business acumen and applies critical thinking to solve problems, often complex in nature, related to proposal/subcontract matters.

  • Exhibits appropriate courteous and professional tone and attitude in all interactions.

  • Possesses excellent verbal and written communication skills.

  • Has a working knowledge of all roles involved in a proposal (capture manager, pricing, program manager, contracts)

  • Regulatory Compliance: Familiar with FAR and other agency supplements; Regularly complies with procurement policies and procedures; Produces CPSR compliant subcontract files and supporting documentation.

Desired:

  • Bachelor's Degree in Purchasing, Business Administration, or related field preferred

  • Ability to develop and present complex subcontract administration strategies and solutions to the Program Management Office

  • Costpoint and P2P system knowledge

  • Lean manufacturing principles, Six Sigma methodologies and continuous improvement frameworks

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$67,100-$141,000
